CollegeBound Saint Paul is a promise to Saint Paul’s families

There are many ways to enroll your child in CollegeBound Saint Paul.

You can enroll them online after they are born or you can choose to make sure they are automatically enrolled by making their birth record public at the time of birth.

In order to enroll your child in CollegeBound Saint Paul, they must be born on or after January 1, 2020, and meet one of the following two criteria:

Are a Saint Paul resident at birth OR
Become a Saint Paul resident before their sixth birthday

A child is considered a Saint Paul resident if at least one of the child’s parents, legal guardian, or caretaker make their residence in Saint Paul.

If your little one is on the way, make sure to pre-register for CollegeBound Saint Paul. Pre-registration does not enroll your child for the program. We will remind you to enroll when they are born.

After you enroll for CollegeBound Saint Paul, you will receive a welcome packet in the mail that will provide information on how to register your child savings account in the Savings Portal. You can check your child’s account balance, deposit money, and more at that time.

Enrolling during the child’s time of birth

Children whose birth record is public are automatically enrolled in CollegeBound Saint Paul.

When filling out your baby’s birth record during their time of birth, check “Yes” to the question: “Do you want to make your birth record public?”

If you do not want to make your birth record public, that is okay! You can pre-register for your child.

When your baby is born, you can enroll them for CollegeBound Saint Paul by completing the online enrollment form.

All you need to enroll your baby today is:

Your baby’s information
The primary Parent/Guardian and/or Secondary Parent/Guardian information

Pre-register for CollegeBound Saint Paul

When you pre-register your baby, we’ll remind you to enroll them in the program when they are born. All you need to pre-register is:

• Your name
• Phone and/or email
• Your baby’s due date

After you pre-register, we’ll send you a reminder to enroll for CollegeBound Saint Paul after your child is born.

Your baby will be eligible for:

• A college savings account with $50 in it from the City
• Bonuses to help their savings grow
• Early childhood resources
• Financial capability resources for your whole family
